Integrity and Security

The Climate Change Response Act 2002 (CCRA) makes provision for protecting the integrity and security of the New Zealand Emission Unit Register (NZEUR).

The Registrar may refuse access to, or otherwise suspend, the operation of the Registry to ensure the security or integrity of the Registry. 

The CCRA provides for the Registrar to assign:

  • unique numbers to accounts;
  • unique serial numbers to units; and
  • electronic confirmations to authorised primary representatives of an account that a transaction is registered.

The CCRA also states that any person who knowingly provides false or misleading information to the Registrar commits an offence and is liable, on conviction, to a fine and/or imprisonment for a term not exceeding 5 years.

To open an account and undertake transfers, an individual will need to register as a user of the NZEUR and accept the terms and conditions of use of the NZEUR.

Be Aware: Phishing Attacks and Email Hoaxes

Account holders may be targeted at any time with hoax emails aimed at extracting usernames and passwords. A hoax email may ask the account holder to confirm their account information by clicking on the link provided in the email, which takes the account holder to a false website. The NZEUR does not send out emails requesting account or personal information (for example, username and password).

If you receive a suspicious email under no circumstances should you reply to the email, click on any link, or provide any of the requested details.

Any user of the NZEUR who receives a suspicious email should contact the NZEUR on 0800 CLIMATE (0800 254 628).
