Registering as a User

This guide is for persons who wish to become a Registered User of the NZEUR. Only Registered Users can apply to open an NZEUR Holding Account or are entitled to be nominated as a Primary Representative to operate an NZEUR Holding Account. Find out how to become a registered user >

Opening a Holding Account

This guide is for persons who wish to open an NZEUR Holding Account for the purposes of receiving emission units either as an entitlement from the Government or as a result of private emission unit trading; surrendering emission units from the Holding Account to meet a Participant obligation under the New Zealand Emissions Trading Scheme (NZ ETS); or facilitating private trading of emission units including the export of emission units. Registering as a Participant - SEIP and LFF sectors

This guide is for persons who carry out Stationary Energy (SE) and Industrial Processes (IP) or Liquid Fossil Fuels (LFF) activities and must register as a participant; or who wish to voluntarily participate in the New Zealand Emissions Trading Scheme (NZ ETS). A participant is someone who carries out a greenhouse gas-producing activity detailed in Schedules 3 and 4 of the Climate Change Response Act 2002 (the Act). Registering as a Participant - other sectors

This guide is for persons who carry out Synthetic Greenhouse Gas, Waste or Agriculture Activities on 1 January 2011 that must register as a participant by 31 January 2012; or who wish to voluntarily participate in the New Zealand Emissions Trading Scheme (NZ ETS). A participant is someone who carries out a greenhouse gas-producing activity detailed in Schedules 3 and 4 of the Climate Change Response Act 2002 (the Act). Emissions Reporting - SEIP and LFF sectors

This guide is for Stationary Energy and Industrial Processes (SEIP) and Liquid Fossil Fuel (LFF) Participants in the New Zealand Emissions Trading Scheme (NZ ETS) who are obliged to account for emissions from their activities from 1 January 2010. Forestry Participants should refer to the Ministry of Agriculture and Forestry (MAF) website (www.maf.govt.nz) rather than this guide. Emissions Returns for the forestry sector are submitted to MAF. Emissions Reporting - other sectors

This guide is for Synthetic Greenhouse Gas, Waste or Agriculture Participants in the New Zealand Emissions Trading Scheme (NZ ETS) who are obliged to account for emissions from their activities from 1 January 2012.  Full surrender obligations commence in 2013 for Synthetic Gases and Waste, and 2015 for Agriculture. Find out about emissions reporting (2011) >

Surrender of Units

Fixed Price Option

This guide is for participants wishing to satisfy their obligation to surrender units by paying a sum of $25 for each unit that the person is liable to surrender.
Forestry sector participants are also able to access the fixed price option where the participant is required to repay units (if relevant) under sections 189(8), 191 or 193 of the Climate Change Response Act 2002).

Transferring Units Within NZ

This guide is for Primary Representatives who wish to transfer units from a New Zealand Emission Unit Register (NZEUR) holding account to another holding account within the New Zealand Registry. The NZEUR allows account holders to hold and transfer units within the NZEUR. Third Party Security Interests

This guide is for Account Holders and third parties who want to record the third party’s security interest under the Personal Property Securities Act 1999 over all of the emission units in a Holding Account, in accordance with Regulation 19 of the Climate Change (Unit Register) Regulations 2008.
