Privacy

Purpose

In this privacy statement we explain how we handle the personal information you may provide to us through your use of the New Zealand Emissions Trading Register (the Register) website and the Register itself. This website and the Register are provided and maintained by the Environmental Protection Authority (referred to in this statement as EPA, us and we).

The information we collect

When you apply to become a registered user and open a holding account, we'll ask you for some identifying information, such as your name, physical and postal addresses, telephone number and email address.

The Climate Change Response Act 2002 and associated Climate Change (Unit Register) Regulations 2008 regulate the process for applying for a holding account. You can find this legislation at legislation.govt.nz. Section 18A of the Act prescribes the general application process. Regulation 4 sets out the specific information that applicants must provide (including the information we’ve just mentioned) and, under regulation 5, the Registrar may require an applicant to provide additional information to verify any of the particulars required by regulation 4. If you wish to open a holding account you must, during the registration process, provide the information required and it must be correct, complete and current. If you don't, you will not be able to open a holding account.

If you notify the Registrar you intend to apply to register as a bidder in auctions of NZ Units (or make a notification on behalf of an account holder) we will collect that information. You may also provide us with personal information in the course of using the website or our services.

When you're logged in, our systems will generate information about your use of our services, including your login details, actions you performed while using the Register and password changes.

We will hold your personal information. We take good care of the information we hold and have systems and processes in place to protect it.

Why we collect and store your personal information

We collect and retain the personal information outlined above to enable us to identify you, to provide our services to you, to comply with legislative requirements and perform legislative functions, and to communicate with you in relation to your use of this website and the Register.

Disclosure

We control the disclosure of your personal information. We will not disclose it unless we need to do so to protect our or third party rights or we have to or are permitted to by law.

Please note that we are required by law to make certain information in the Register publicly available, including account holder names and account details, participant name details and names of all primary representatives associated with an account. For more information, see sections 26, 27, 54, 56 and 57 of the Climate Change Response Act 2002.

Should you make an application for auctioning, your identifying information, including your identity as an account holder and information that corresponds with that included in your auctioning application, will be disclosed to NZX Ltd for the purpose of verifying that this information aligns with the corresponding information submitted to NZX Ltd as part of the auction application process. This information will be disclosed to NZX for verification before each auction. If you are an account operator, your identity will be disclosed. If the information does not align, NZX Ltd will inform us of the discrepancies and your application may be declined. Please let us or NZX Ltd know if you do not wish to continue to participate in auctions so we can stop sharing this information.

Statistical information

We collect non-identifying statistical information about visits to this website and the Register. These statistics allow us to assess the number of visitors to different sections of the website and Register, identify what information is of interest, monitor system performance and help us make the website and Register more useful to visitors and users.

Cookies

Cookies are small text files that are placed in your browser by the websites you visit. They are widely used to help users navigate websites efficiently, to perform certain functions on the sites and/or to provide site owners with information about how their sites are used.

We use temporary session and authentication cookies to support your access and navigation in the Register. You can remove or block cookies (by using settings in your browser) but doing so may affect your ability to use elements of the website or Register.
